UPDATES TO THE CIVILIAN SUPERVISOR COURSE

On November 2-4, 2016, POST reconvened subject matters experts to complete the updates to the Civilian Supervisor and Dispatch Supervisor Courses.  The Civilian Supervisor Course will provide presenters with flexibility for either an intensive format or a modular format.  Sections may also be certified as a stand-alone, CPT course.  It was determined the Dispatch Supervisor Course is best presented in an intensive format.  Reviews and updates are expected to be completed by early 2017.

NEW COMMUNICATIONS COURSE NOW ON THE POST LEARNING PORTAL

A new course, "Tactical Communication," has been added to the roster of courses available to California law enforcement on the POST Learning Portal. Designed to be relevant to what an officer sees on a day-to-day basis, it consists of various scenarios to challenge an officer's communication skills.

The course was developed with the expertise of law enforcement throughout California, and meets the biennial perishable skills requirement for communications training.  Available 24/7 on the POST Learning Portal, the course is worth 2 hours of CPT credit upon completion.

POST STAFF ATTENDS QUARTERLY MEETING OF THE CENTRAL COAST CALIFORNIA ASSOCIATION OF POLICE TRAINING OFFICERS (CAPTO)

The Central Coast CAPTO (California Association of Police Training Officers) group held their quarterly training meeting in November at Hearst Castle in San Simeon.  Training managers from San Luis Obispo, Santa Barbara, and Fresno counties, along with POST Regional Consultants from the Training Delivery and Compliance Bureau gathered to discuss trends in training, recent senate bill requirements, and strategies on agencies achieving their training goals within the two year training cycle.  The group also shared training courses occurring in their respective counties and provided information for other agencies to attend those courses.  After the meeting, the group was treated to a Hearst Castle tour, which was decorated for the holidays.

POST INSTRUCTOR STANDARDS ADVISORY COUNSEL (ISAC) RESUME MEETING

On November 15-17, 2016, the POST Instructor Standards Advisory Council (ISAC) met at the POST Headquarters to discuss matters concerning curriculum design, development, presentation and future vision of the Instructor Development Institute (IDI), and Academy Instructor Certification Course (AICC).  The agenda included areas of concern related to Learning Services and Learning Solutions. This included dialogue and discussion regarding; Needs Analysis and Assessment; Curriculum Design and Development; Instructional Design and Development; Classroom Lab and Field Training; Virtual Classroom/Webinar Design; eLearning; Micro Learning; Video Training; Performance Support Solutions; Technical Writing and Online Help; Project Management; Supplemental Staffing; System Implementation Training; Leadership Training; Emergent Product/Service Launches; Onboarding and Orientation Training; Regulatory and Compliance Training; and Train-the-Trainer Programs.

TRAINING PROGRAM SERVICES (TPS) WILL HOST A WORKSHOP TO DEVELOP COMMUNITY OUTREACH FORCE OPTION SIMULATOR (FOS)
 
January 4-5, 2017, Training Program Services (TPS) will host a workshop to develop community outreach through FOS.  This workshop will involve a focus group consisting of federal, state and local elected officials and community groups throughout California.   The goal of this workshop is to develop curriculum based on a concept developed by the Redding Police Department, which provides opportunities for community representatives to be exposed to the use of force decision making process.  Ultimately, the course designed through this process will be disseminated to 24 Regional Skills Training Centers (RSTC) throughout the State.

POST STAFF ATTENDS STATE TACTICAL EMS ADVISORY COMMITTEE MEETING

As one of the State Convening Partners, POST Staff participated in the State Tactical EMS Advisory Committee meeting held in November and hosted by Ontario Fire, San Bernardino County Sheriff's Department and San Bernardino County Corrections. Representatives from law enforcement, fire services and emergency medical services were in attendance to collaborate on training issues relevant to tactical emergency response.

POST provided an update on impending changes to the Basic Course curriculum for First Aid/CPR training in response to revisions to Title 22, Division 9, Chapter 1.5 CCR and a status report on the Tactical Medicine Guidelines.

Agenda items also included a discussion of upcoming EMT regulations, instructor standards to teach first aid, a paramedic pilot program and a comprehensive review of the Training Standards for Basic Tactical Casualty Care and Coordination with EMS during Terrorism Incidents and the Active Shooter Guidelines material. Both guidance documents under development to meet the intent of Assembly Bill 1598 (Rodriguez) 2015 that amended various statutes relating to emergency response services.

POST STAFF BEGINS COURSE CERTIFICATION PROJECT

In 2015, the California Commission on POST approved a 5-year Strategic Plan intended to coordinate and direct the organization's efforts and resources. The document identifies goals, objectives, and strategies that would allow POST to better support its mission to: continually enhance the professionalism of California Law Enforcement in serving its communities.

In November of 2016, the POST Training Program Services (TPS) Bureau assumed the responsibility for the Strategic Plan Goal of increasing efficiency in POST systems and operations, as they pertain to the course certification and modification processes. The intent is to streamline and make more efficient the current course certification process. TPS will accomplish this task by inviting POST staff and POST stakeholders to take an in depth look at our current process and bring forward fresh ideas for improvement. In order to involve as many stakeholders as possible, TPS staff will conduct a series of workshops and produce a survey to be distributed to stakeholders throughout California.

TPS has invited subject matter experts from across California to participate in a series of workshops. Subject matter experts and POST staff will identify challenges within the current course certification process and collaborate on ways to improve the process. The workshops are intended to foster ideas that will improve the certification process for the long term. The first workshop will be held in January 2017.

In addition to the workshops, a survey is being crafted to give both past and current training managers and presenters an opportunity to participate in the Course Certification Project. Participants will be asked to identify the challenges they have encountered with various aspects of course certification and to offer constructive solutions. Participants may choose to be anonymous. The survey will be made available in January, 2017.

POST INVITES LAW ENFORCEMENT ASSOCIATIONS TO ATTEND INTERNAL MANAGEMENT TEAM MEETING

POST invited representatives from the California State Sheriffs' Association (CSSA), California Police Chiefs Association (CPCA), California Police Officers Association, and the Peace Officers Research Association of California (PORAC) to the POST Management Team Meeting held on November 7, 2016.  The purpose of the meeting was two-fold.  First, it allowed for POST managers to hear about the current happenings within the associations, as well as to obtain feedback and ideas on how POST could better suit the training needs of California peace officers.  The three primary topics posed by the associations were as follows: 1) complexity and difficulty in getting training courses certified by POST; 2) the need for greater flexibility in POST certifying training seminars attended by law enforcement executives; and 3) the need for raw data on law enforcement vacancies.   Secondly, in regards to the purpose of the meeting, POST managers were able to describe the work responsibilities of the eight different Bureaus within POST, as well as to highlight new POST initiatives.   The meeting was productive and well-received.  POST will continue to invite the major associations to POST Management Team Meetings on a quarterly basis.

POST STAFF ATTENDS PRESIDENT'S 21ST CENTURY POLICING  TASKFORCE BRIEFING

On November 21, 2016, POST staff from the Executive Office and the Basic Training Bureau attended a briefing regarding the President's 21st Century Policing Taskforce report.  The briefing was presented by staff from the White House Office of Public Engagement and Intergovernmental Affairs, and was targeted at law enforcement command staff.  Since May, 2016, the White House has hosted a series of ten briefings to welcome local law enforcement officials to the White House and provide an overview of the President's Taskforce on 21st Century Policing.  Law enforcement supervisors and rank and file officers from around the country participated in the interactive sessions.  To meet the demand of the field and expand the reach beyond the White House, the staff has hosted four regional briefing over the next two months, to include Anaheim, CA.

The briefing included a request for the audience to embrace the findings and recommendations of the report. Additionally, there were comments from the Office of Community Orientated Policing Services, the National Law Enforcement Officers Memorial Fund, Dr. Bryant Marks on Implicit Bias training, and the Police Data initiative.

POST STAFF COMPLETES DEVELOPMENT OF 40-HOUR PILOT ICI HUMAN TRAFFICKING COURSE

During the week of November 14, 2016, POST staff observed the 40-hour pilot of the new ICI (Institute of Criminal Investigations) Human Trafficking course, presented in Burbank. 

The ICI program has consisted of 14 Foundation Specialty courses that are presented regularly across the state that include homicide, robbery, sexual assault, OIS (Officer Involved Shootings) and others. These original 14 also included a Vice course that is presented twice and includes a small module for human trafficking matters. The state currently has eight human trafficking task forces as well as additional units assigned to these special investigations. There has been a long need to add a new foundation specialty to meet this growing issue.

Southbay Regional Training Center was selected to be the presenter with the assistance of Master Instructor Amira Smith of LAPD to lead in the course development. Starting in February of 2016, POST began the curriculum development with a focus upon the "Victim Centered" approach. Using SME's, victims and NGO's, we have designed an ICI investigators course that places emphasis on the victim, as well as the investigative challenges these cases present. Thirty investigators from around the state attended the pilot from large and small agencies. The pilot was highly received by the students considering the course content, which included case studies, victim interviews, scenario problem solving and case management. The course concluded with students presenting before a panel of prosecutors and experts their assigned cases, which they developed throughout the week.

POST MANAGEMENT COUNSELING/LEADERSHIP DEVELOPMENT (MCLD) BUREAU CONDUCTS SURVEY OF MANAGEMENT STUDY SATISFACTION, IMPLEMENTATION, AND EFFECTIVENESS OF RECOMMENDATIONS

In November, MCLD began a survey of agencies who had requested and received a management counseling study from POST during the previous two years.  The survey is intended to assess the quality of the study, to ensure that the studies are meeting the needs of the agencies, and that the studies are timely, relevant, and complete. 

The survey will evaluate the strength of the recommendations provided, any barriers to implementation experienced by the requesting agencies, and the level of influence the study had on the organization and/or the community.  The survey responses will be used to help the MCLD Bureau more effectively and efficiently serve the mission of POST going forward. 

MCLD provides management counseling services, free of charge, to POST participating agencies in California.  Areas for study and evaluation can include:

  • Organizational structure and assessment
  • Evidence and property functions
  • Records functions
  • Communication/dispatch functions
  • Criminal investigation functions. 

Management studies can be conducted for a wide range of topics at the discretion of the requesting agency-head and in consultation with MCLD.

POST STAFF ATTENDS 11TH ANNUAL WOMEN LEADERS IN LAW ENFORCEMENT (WLLE) CONFERENCE

On November 2-4, 2016, members of POST attended the 11th annual Women Leaders in Law Enforcement (WLLE) conference in San Diego.  The purpose of the Training Symposium is to bring together law enforcement professionals in a supportive and empowering environment, enabling us all to learn from the knowledge and experience of others.  This year's theme was Sharing Strategies for Success:  Courage, Compassion, and Connection.  The key note speakers were Chief Sylvia Moir (Tempe PD), Executive Director Susan RAHR (Washington State Criminal Justice Training Commission), and Dr. Terrence Roberts.  With over 850+ attendees this year, the symposium provided excellent networking and training opportunities for all participants.  Next year's symposium will be held in Monterey.

Staff Services Analyst Teanna Fecht
Standards, Evaluation and  Research Bureau

POST is pleased to welcome Teanna Fecht to the Standards, Evaluation & Research Bureau.  She began her employment with the State of California approximately 11 1/2 years ago.  She has worked for the California Department of Corrections and Rehabilitation (CDCR), the California Department of Veterans Affairs (CDVA), and the Office of Environmental Health Hazard Assessment (OEHHA).  Teanna will be processing test orders for the POST entry level law enforcement test battery (PELLETB).  She is married and has three children.  In her spare time, Teanna and her family volunteer as fosters for an organization called PITS R US that specializes in all canine breed rescue and adoptions in Vacaville.  She looks forward to a rewarding and long career with POST.

Administrative Services Bureau

POST is pleased to welcome Associate Governmental Program Analyst, Elizabeth Finch to the Administrative Services Bureau.  Elizabeth joined POST on November 14, 2016 as the POST Contracts Officer.  In this position, Elizabeth will assist program staff in processing and managing the many contracts for which POST is responsible.  Elizabeth has 20 years of service with the State of California, with varied and extensive experience in managing contracts.
