Our Program

The POST Robert Presley Institute of Criminal Investigation (ICI) provides training designed to improve the effectiveness of investigators.

The ICI includes a Core Course, thirteen Foundation Specialty Courses, and related electives. The Core Course includes instruction for tasks performed by all investigators, regardless of assignment, while Foundation Specialty Courses include instruction on different specialty investigative assignments. Electives provide instruction which supports the chosen specialty.

The ICI program is useful for all investigators regardless of their experience level. All ICI courses use the adult experience-based techniques of learning. Participants rely on their experience and the experience of others for learning. Learners are challenged through the use of realistic and practical applications. Even the most experienced investigators can learn from their association with others in the class.

ICI is a voluntary course of instruction, and certificates are awarded upon completion. Because ICI courses are unique and have been designed especially for the follow-up investigator, POST will not accept other courses as equivalent to the Core Course and Foundation Specialty Courses.

Certification Requirements

Participants must attend the Core Course, one of the thirteen Foundation Specialty Courses, and three elective courses. At least one elective must relate to the specialty chosen. Electives must be at least 24 hours in length or a combination of electives equalling 24 hours. Qualifying Foundation Specialty and Elective Courses (doc) taken up to seven years prior to graduating from the Core Course may apply. All courses must be taken within a seven year period.

Those attending any course are required to participate fully in all practical exercises and learning activities. Core Course exercises include: 1) interrogating or interviewing an actor playing a specific role in a criminal investigation, 2) searching a simulated crime scene, 3) surveilling under controlled conditions, 4) writing a search warrant, and 5) presenting a criminal case in court. All of the exercises pertain to a criminal case which participants solve during the course.

Graduates receive a special POST Robert Presley Institute of Criminal Investigation certificate which designates their fields of study.

Who should apply

Persons wishing to attend the Institute:

  • Must be full-time, follow-up investigators
  • Must be personally committed to completing all Institute course work
  • Should obtain the approval of agency chief executives to complete the requirements for graduation prior to registration

ICI is a learning experience

All ICI instructors receive special training in order to teach in the program. The Core and Foundation Specialty Courses are specifically designed to maximize the use of realistic, simulated exercises and small group discussions. To maximize learning, each class is designed for 25 participants.

For convenience in travel, the ICI Core Courses are offered in San Diego, Sacramento, San Jose, San Francisco, Los Angeles, and Fresno.

Cost

POST Plan IV is used for the Core Course and most foundation specialty courses. There is no tuition for the Core Course, and there is reimbursement for travel and per diem expenses. However, the student's agency must be in the POST reimbursable program.

    • Narcotics, Arson/Explosives, Robbery, Burglary, Sexual Assault, Child Abuse, Homicide, Vehicle Theft, Fraud/Forgery, Computer Crime, Domestic Violence, Vice, Identity Theft, Gang Investigations
  • No equivalent

Elective Courses

  • Student must attend
  • Must be related to foundation specialty course chosen
  • 24 hours in length or a combination of related electives equalling 24 hours
  • Once applied toward a certificate, course is not re-usable

Universal Courses

  • Student may attend
  • Must be investigative related
  • 24 hours in length or a combination of related courses equalling 24 hours
  • Can be applied to any foundation specialty certification
  • Once applied towards a certificate, course is not reusable

ICI Certificate

  • Core course
  • One foundation specialty course
  • Three elective courses (at least one must be directly related to the foundation specialty)
    • Universal courses (may replace up to two elective courses)
  • All courses must be taken within a seven year period
  • Student can receive certificate in multiple specialties
