POST WEBSITE REDESIGNED TO BETTER SUPPORT MOBILE DEVICES

Mobile devices such as smartphones, iPads, and Android tablets now account for 31% of all POST Website activity.  To better serve the needs of users with these devices, POST has redesigned and released an improved POST Website.  Specific improvements include:

  • Better layout and presentation of information on small screens.
  • Availability of every Website page (500+ pages) on all mobile devices.
  • Consolidation of page content, allowing desktop and mobile sites to share the same URLs and links.
  • Improved menu layout, designed specifically for mobile users.

CRITICAL INCIDENT COMMAND WORKSHOP HELD

The Critical Incident Steering committee held a workshop in Folsom, California during June 2014, to continue the design and development of a proposed “Edge of Chaos” training course.  The intended purpose of the training will be to improve the Incident Commander’s skills and ability to function within the “golden hour” or chaotic stage of an incident in which the crisis is still fluid.

The committee is comprised of highly experienced mid- and executive-level peace officers from California, Maryland, and Washington; a doctoral representative from the Naval Postgraduate School; and an instructional systems design expert from Monterey, California.  The committee finalized a course outline, learning objectives, and blended learning activities for major theme areas of recognition-primed decision making, situational awareness, operational Incident Command System, sense making, and tactical decision making under pressure.  Presentation strategies were developed in anticipation of an inaugural course delivery in the fall of 2014.

POST RELEASES VIDEO TO MEET NEW HUMAN TRAFFICKING TRAINING MANDATE

In response to the amendment of Penal Code 13519.14, POST has developed and distributed to all POST agencies the new training video, Human Trafficking: Identify and Respond.  The amendment requires every law enforcement officer who is assigned field or investigative duties to complete a minimum of two hours of training pertaining to the handling of human trafficking complaints by July 1, 2014.

This DVD training is produced in the new format that includes easy-to-follow steps for facilitation and extensive instructor support material.  The video is segmented to allow for the training to occur at briefings over a period of time or as a stand-alone course.  When the training is completed, the agencies submit the student roster in the Electronic Data Interchange (EDI) for two hours of Continuing Professional Training (CPT) credit.  There is also a procedure that will allow CPT credit for individual viewing.  Please refer to POST Bulletin 2012-09 (pdf)for further information.

TRAINING MANAGERS COURSE PRESENTED IN WINDSOR

During June 2014, 12 students attended the 36-hour Training Managers Course presented by the Santa Rosa Junior College Public Safety Training Center.  The course is designed for newly assigned training managers.  Topics included developing a training plan, college resources, liability issues, adult learning concepts, and management of training records.  Additionally, POST staff presented information on the POST Website, the Learning Portal, course certification, certificates, reimbursement procedures, and agency compliance inspections.

INSTRUCTOR DEVELOPMENT INSTITUTE MEETS IN ONTARIO

The Instructor Development Institute, level 1 AICC (Academy Instructor Certification Course) instructors, met in June 2014 in Ontario.  The focus of this meeting was to review and continue development of a standardized lesson plan to be used statewide by instructors of AICC.  The group reviewed progress on this document, making recommendations for improvement and clarity.  The group also spent time working on a resource list for presentation of this highly interactive 40-hour course.

Another meeting is scheduled at the end of July for a review of all documentation and for final preparation of a train-the-trainer course for AICC instructors.

MEET THE NEW POST EMPLOYEE

Basic Training Bureau

POST is pleased to welcome Ralph Brown as a Senior Consultant assigned to the Basic Training Bureau where he will manage the Basic Course Certification Review (BCCR) program.

Ralph began his law enforcement career after spending 11 years in the automotive repair business, with assignments from mechanic to service manager.  Ralph put himself through the extended basic academy in Santa Rosa, after which he accepted a job offer with the Suisun City Police Department in 1990.  Ralph moved to the Fairfield Police Department in 1993, where he served as a patrol officer, and then COPPS officer in the Special Operations Division.  Looking for career development opportunities, Ralph accepted a position as a deputy sheriff with Contra Costa County.  His assignments included patrol, custody deputy, field training officer, department training coordinator, patrol and custody sergeant, and internal affairs sergeant.  As a lieutenant, Ralph served as the assistant patrol division commander and watch commander.  He served on several committees, including patrol car redesign, firearms conversion, scheduling, sheriff’s technical advisory, and sheriff’s charity golf tournament.  Ralph retired in 2013.

Ralph earned a bachelor’s degree in business management from Saint Mary’s College, and a master’s degree in Information Systems from the University of Phoenix, where he served as associate faculty for five-years with the College of Criminal Justice and Security.  Ralph facilitated Learning Domain 3, Policing in the Community, at the Sheriff’s Office Law Enforcement Training Center in Pittsburg, and assisted with the 2006 redesign of Tactical Communications.

Employment: social media.

An act to amend Section 980 of the Labor Code, relating to employment.

Existing law prohibits a private employer from requiring or requesting an employee or applicant for employment to disclose a username or password for the purpose of accessing personal social media, to access personal social media in the presence of the employer, or to divulge any personal social media.  Existing law prohibits a private employer from discharging, disciplining, threatening to discharge or discipline, or otherwise retaliating against an employee or applicant for not complying with a request or demand that violates these provisions.

This bill would apply the provisions described above to public employers, as defined.  The bill would apply to public employers generally, including charter cities and counties.

Peace officers: basic training requirements.

An act to amend Section 832 of the Penal Code, relating to peace officers.

Existing law requires every peace officer to complete an introductory course of training prescribed by the Commission on Peace Officer Standards and Training, except for specifically exempted categories of peace officers, and imposes other training requirements on those persons who would exercise the powers of peace officers.

This bill would provide that a probation department that is a certified provider of the introductory training course shall not be required to offer the course to the general public, and would make other technical, nonsubstantive changes in those provisions.

Peace officers: firearms.

An act to amend Section 830.5 of the Penal Code, relating to peace officers.

This bill would require the chief probation officer of each county to train and arm those probation officers and deputy probation officers who are assigned supervision of persons on probation or post release community supervision that are deemed high risk.  This bill would require every county probation department to promulgate regulations consistent with these provisions.

Commission on Peace Officer Standards and Training: contracting: authority.

An act to amend Section 19132 of the Government Code, and to amend Section 13503 of the Penal Code, relating to personal services contracts.

This bill would exempt personal services contracts entered into by the Commission pursuant to its contracting authority from that notification requirement.

Existing law requires a state agency proposing to execute a personal services contract to notify all organizations that represent state employees who perform the type of work to be contracted.

This is a Commission-sponsored bill.

Elder and dependent adult abuse training.

An act to amend Section 13515 of, and to add Section 368.7 to, the Penal Code, relating to peace officers.

This bill as originally introduced sought to “require every law enforcement officer who would ordinarily respond to elder or dependent adult abuse reports or incidents of domestic violence to complete an updated course of instruction on elder abuse every two years.” This bill also sought to require local law enforcement agencies to provide its officers with cards that “summarizes the training received,” victims’ rights, local resources, and telephone numbers for other services.

Through POST’s collaborative efforts with the author, the bill was amended to include certain course content in any update of the course. The amendments are satisfactory and no action is required on this item. The original training requirements were removed.

Animal control officers.

An act to amend Section 830.9 of the Penal Code, relating to animal control officers.

This bill would require every person appointed as an animal control officer prior to July 1, 2015, to complete a course in the exercise of the powers of arrest and to serve warrants no later than July 1, 2016.  This bill would require every person appointed as an animal control officer, and every person appointed as a director, manager, supervisor, or any person in direct control of an animal control agency, on or after July 1, 2015, to complete a course in the exercise of the powers of arrest and to serve warrants within one year of his or her appointment, as specified.  This bill would require every animal control officer, prior to the exercise of the powers of arrest and to serve warrants, to have satisfactorily completed the required course of training.
